This Marian dedication was born in Spain and spread throughout the rest of the world. Saint Peter Nolasco, inspired by the Blessed Virgin, founds an order dedicated to Merced (which means works of mercy). His mission was mercy towards the Christian captives in the hands of the Muslims.
